Core Values Guiding the Use of School Facilities by the Community
Schools are the cornerstones of neighborhoods and a vital resource within the community
Effective utilization of schools as a community resource is cost effective and improves the quality of life for residents.
Management of community use of school facilities is a highly visible function of the district and is often the only contact taxpayers may have with the district. Facility users are important stakeholders within our system.
Effective management of community use of school facilities intentionally seeks to balance the needs of the community with the needs of the school system.
An accountable and responsive facility use system builds positive, long-term partnerships and is essential to the civic structure within the community.
All groups using Robbinsdale Area Schools facilities will be categorized according to five classifications. Determination of priority use and rental charges is based upon classifications. Check with the facilities scheduler for more information. Occasionally, non-school scheduled activities may conflict with a school program. In these situations the school program will take priority over the non-school activity. If possible we would make every effort to find an alternative facility for the non-school group.
Conditions of Use for Buildings and Grounds
The group supervisor is responsible to observe the following guidelines when using Robbinsdale Area Schools buildings and grounds:
- Reservations and Changes
Reservations are valid only for the specific information on the individual facilities contract. No changes are to be made with the custodian or building supervisor at the site. All changes must be submitted to the facilities office in advance of the activity.
- Rental Charges and Staff Fees
Facility charges will be made in accordance with the schedule of facility rental charges, including the fees (if applicable) for custodians, building supervisors, stadium supervisors and audio visual staff. Payment will be made to Robbinsdale Area Schools.
- Liability Insurance
The facilities contract holder may be required to provide a $500,000 per person and $1,500,000 per occurrence certificate of liability and property damage insurance per MN Statute 466.04.
- High School Stadium Regulations
Specific regulations that guide the community use of the high school stadiums will be sent separately to contract holders who are using the stadiums.
- Legal Ordinances
All legal ordinances pertaining to public assemblies must be adhered to and will be reinforced.
- Weather Policy
See the district web site for the district weather policy and its application to community facilities users.
- Immediate Cancellation of a Facilities Contract
The district staff person on duty may make a decision to cancel a facilities contract, immediately, if in his/her judgment, continuation would be potentially harmful and/or dangerous to persons or property.
- Authorized District Staff
Custodians, building supervisors and stadium supervisors are the authorized representatives of the school district overseeing appropriate use of school district buildings and grounds. They have the responsibility and authority to ensure the conditions of use are appropriately followed.
